The departmental flag is most often seen with the emblem on dark blue field and
white lettering. The emblem is off-centered to the hoist.

an image from the publication Arzakht, you can see a picture of the flag with
lighter field (above).
In another photo, you can see two flags of
Afghanistan, one with the golden shield and one with the white coat. Can it be a
kind of ceremonial flag? Can it be a special flag used by the government?
