The central emblem at the center of the white stripe is a simplified version of the Provincial Coat of Arms. The two arrows (pointing down for defeat) originally stood for the Indigenous people and the spear (pointing up for victory) stood for the Christians.

The Forum of the Native Peoples (Foro de los Pueblos Originarios) met
in the city of Rosario, in the Province of Santa Fe, off from the 1st
Latin-American Congress of Anthropology. The Forum already presented a
petition during the VIIth Congress of Social Anthropology, held in May
2004 in Córdoba.
Most articles of the petition deal with the territorial, cultural and
political rights of the native people.
Article 12 says:
"To support the proposal made by the Native Peoples for a reform of the
coat of arms of the Province of Santa Fe, including the half-staffing of the
flag on 12 October."
