Andrew seems to have cracked it! The flag in question is that of the Internationale Ordens-Union (or badly
translated, the International Orders Union), an Austrian heraldic organization.

Now that the mystery seems to be solved, the next logical question:
Why that design? These things usually have Logos-On-Bedsheets, however at least
vexillological and heraldical societies know a little bit about the "proper" way to do it and have a more recognizable flag, but the flag
to me doesn't say "an Austrian heraldical society" like a good flag should. (In a perfect world, we wouldn't need the plethora of "field
guidebooks" for flags, (or FOTW-ws for that matter), the flags would speak for themselves.)
