The RSL flag is basically a National flag, with the stars yellow instead of white and the Union Jack replaced with the RSL badge, which pushes the Commonwealth star slightly to the fly. This flag flies outside Anzac House on Castlereagh St, Sydney.

The Returned & Services League of Australia, an organisation that caters to veterans or the various military services and promotes various issues that relate to them.
Apart from the Anzac day parade, one of the most common elements associated with it are the various RSL clubs that can be seen in every suburb. These serve a number of functions but are mainly frequented by the public at large as pubs that sell alcool for a low price.
Interestingly enough, [over the door of ANZAC
house in the CBD of Sydney,] 3 flags are
displayed, RSL to the viewer's right, AU national to the left and NZ
national occupying the central spot. The only reason (barring a
mistake) I can see to give the nonnour spot to a foreign flag is to visually
represent the name of ANZAC (Australia - New Zealand Army Corps)

The flag is also flown at quite a few RSL clubs, often with the
branch name written on the flag. If I recall correctly, the name is written between the federation star and the southern cross, as in the Customs flags.
