The Royal Sydney Yacht Squadron (RSYS) is located in Kirribilli, New South Wales.
From the RSYS website:
"The Royal Sydney Yacht Squadron was founded when nineteen yachtsmen met in the office of The Hon William Walker MLC on 8 July 1862, to found a yacht club to be designated ‘The Australian Yacht Club’. An application was made for a Royal Warrant and the Patronage of the Prince of Wales. On 27 June 1863 the Commodore, the Hon William Walker MLC, received a letter from the Colonial Secretary’s Office notifying him of the Prince of Wales’ willingness to become Patron of the ‘Royal Sydney Yacht Squadron’. This letter also issued an Admiralty Warrant authorising the use of the Blue Ensign of Her Majesty’s Fleet. The present Patron is HRH Prince Philip, Duke of Edinburgh."Ivan Sache, 30 July 2006

The International Council of Yacht Clubs shows as a burgee for the RSYS a 3:5
blue burgee with a white cross, with arms approximately 16th of the hoist in
height. and with the vertical arms placed half the hoist away from the hoist,
with in the canton a St. Edward's Crown, 1/4th of the hoist high:

Whether this is a precise depiction, and description, I don't know. The RSYS
doesn't seem to show the burgee on their web site,
http://www.rsys.com.au, nor are the
constitution or by-laws describing the burgee available to non-members.

There are many documents available telling us that at races, the Committee
Vessel(s) display the Race Committee Burgee - the RSYS burgee with a white
border.
