The flag was designed by Lauro Ribeiro Escobar and adopted by law 233 of 30
July 1974. It is 10 x 14 units, divided vertically into two halves. The
hoist is white with a blue border 1.5 units wide and the municipal coat of
arms on the center. The fly is yellow with five blue fleurs-de-lis in
saltire. The coat of arms, also designed by Escobar, is divided per chevron
blue and yellow with a yellow fleur-de-lis on the upper half. The yellow
pointed base symbolizes Descalvado Hill, for which the city is named, while
the fleurs-de-lis are for the Virgin of Belém (Bethlehem), the patroness of
the city. The motto is also a reference to Bethlehem, Nequaquam minimis
est (Thou art not the least [of the cities of Judah]).
