I saw this flag flying in July 1998. Translated from the city website:
Black or sable on the shield is a symbol of science and knowledge; gold is the symbol of generosity, loyalty and glory; the three rooster heads are the emblem of victory; gules, color of fire and blood, symbolizes charity and justice, courage, boldness and intrepidity; the stars have a quality of light and are the symbol of spirit, they pierce obscurity and were also the guiding lights of sailors; the mural crown reminds us that Verchères is a municipality; the swan is a symbol of fervor and sincerity, silver symbolizes spotless honor; azure is the emblem of justice and loyalty; water, i.e. the St Lawrence river, limits the Verchères seigneurie, as the grant attests; the motto reads 'In Tenebris Lumen Rectis Corde' meaning 'From darkness, light spouts out for the good hearts'. The arms on the flag are based on those of the Jarret de Verchères family, former lords of the seigneurie, to which three rooster heads were added from the arms of the second priest of Verchères, Charles Dufrost de la Gemmeraye."
The arms were realized by Collège canadien des armoiries, Montréal, 1989.
