Anglo-Quebecker Identity Flag

I came across by chance a mention of an Anglo-Quebecker Identity Flag online. This Facebook group appears to be promoting it: http://www.facebook.com/groups/91690619651/, but not being a member, I got very little information beside the design they use as an icon. I found a photograph on Wikipedia of an actual flag in-the-cloth: http://en.wikipedia.org/wiki/File:AngloQuebecFlag.jpg, but it is currently not linked to any page (not a good sign of its popularity). I finally found a classified ad calling for an anti-bill-101 (the basis of Quebec's linguistic legislations) demonstration:
http://www.eclassifieds4u.com/montreal/ca-walk-for-the-abolition-bill-101-ad-nlmkp192903, which gave a meaning behind the design which I copy here:

"The red cross represents the Anglophone culture in the north, south, east and west Quebec. The central fleur-de-lys represents Quebec. The four red stars are the Anglo-Quebec people in all four corners of the province. The blue symbolizes the many waterways of Quebec."

I haven't found a creation date or designer for it and due to my absence from Quebec, I have no idea if the flag enjoy any sort of popularity within the English-speaking population although, based on the photography above, we know that at the very least a prototype was made.
