The flag above is as described in Art. 2 of the municipal regulation (see http://www.lelocle.ch/pdf/20.1.pdf).
This flag makes the commune of Le Locle the only known Swiss municipality with an official flag different from its coat of arms. However, after a phone talk with the chancellor of Le Locle, I have had the information
that today, when the commune of Le Locle uses a flag, the banner of arms is used as the arms are better
known.
In conclusion, we can say that the municipal regulation prescribes the flag as shown above but the common practice is to use the banner of arms (see image below).
