The 2008 photo of all regional flags in an official setting [http://commons.wikimedia.org/wiki/File:Regional_flags_of_Chile_in_the_National_Congress.jpg] shows instead for this region a dark grey flag (the same color as the flag of Santiago Metropolitan Region) with the same heraldic emblem along with some text in golden serifed bold capitals; from the visible portions ("BIERNO D" above and "Ó" below) I conjecture it to be two arcs, above and below, reading, respectively, "Gobierno Regional" and "Región V de Valparaíso." I have no idea which is current; the blue flag may be a post-2008 version but also may be a mistake.

I believe that is a mistake. [It is the] Chilean flag seen in Valparaiso, or perhaps a variation (very frequent) of the Chilean flag.

Possibly this flag was really in use, as there was some trouble in Valparaiso to get the Chilean flags from Santiago, so the authorities in Valparaiso made them themselves. Maybe Norie-Hobbs [noh48a] used the differentiation as they knew that the Chilean flag hoisted in Valparaiso did not look like those flags hoisted in Santiago.

The source is right, the flag but has a canton of black! Although in the scan it seems to be darkest blue, the authors had a grid of horizontal and vertical lines in the canton!
