While a city flag might make some sort of sense in that photo, I notice that nothing actually says it is the city flag. It could possibly be a flag used only by the Santa Barbara-Weihai Sister City Association.

Sister city flag was my first thought, too. However, from many sister city flags that I've seen (sorry I didn't report them due to lack of time) there must be presented both cities. This flag has inscription in Chinese only.

I do note that this flag is used alone almost like a logo for the SB-W Sister City Association, for example in the masthead of their newsletters. The association seems to made up of people working on the sister city relationship solely at the Santa Barbara end, which might explain why local symbolism is not needed. However, that doesn't help us in knowing whether it is a Sister City Association flag designed with only Weihai symbolism, or an association choosing to use only the sister city's flag.
[Given the lack of subnational flags in China, and the design itself, I'd tend towards the association flag hypothesis, but that's hardly conclusive.]
