Provenza, Institución Educativa

Institución Educativa Provenza is located in Bucaramanga. Founded in 1970, the institute was renamed in 1993 Concentración Escolar Provenza, in 1997 Colegio Básico Provenza, and, eventually, in 2004, Institución Educativa Provenza.
The flag of the institute is shown graphically on the institute's website as horizontally divided white-green-blue with the emblem of the institute in the green stripe. Photos taken during official flag ceremonies show that the website's drawing is erroneous:
- The stripe should not be of equal height but with respective proportions 1:1:2;
- The emblem should not be inscribed within the green stripe.
The best view of the flag can be seen on photos taken on 23 September 2008:

The emblem of the institute is a green-bordered shield divided blue-white by the ascending diagonal, six white Olympic rings in the blue half, a white open book outlined in black in the white half, around the shield the blue writing "COMPROMISIO" (Compromise, left), "CIENCIA" (Science, top), and "LIDERAZGO" (Leadership, right); the whole placed on a white disk with a circular border outlined in blue and charged with the green writing "INSTITUCION EDUCATIVA PROVENZA" (top) "BUCARAMANGA" (bottom). http://sites.google.com/site/institucioneprovenza/Home
On the flag, the book is brown instead of white.

At least, they show a flag that looks different. I'm not sure; I'd say that the flag goes further up the table, and also that it's not really hanging out at the bottom. I'd go for 2:1:3, I think. Note also neighbouring http://cid-08a28efee98ad9c3.photos.live.com/self.aspx/.res/.............6922, where a Columbian flag is in the same position. A flag with tilted arms, BTW, including a ring bearing lettering, though in a different font from the one we have). The emblem should be on the dividing line between green and blue, presumably in the centre of the flag. This specimen also has a green fringe.

Putumayo, Instituto Tecnológico del

"Instituto Tecnológico del Putumayo" (ITP) was created on 11 December 1989 (Law No. 65). ITP has its main seat in the town of Mocoa and a secondary one in the town of Sibundoy.
The flag of ITP is shown graphically and described on the ITP website. The flag and the emblem of ITP were adopted after a competition held at ITP and approved on 17 April 1996 (Decree No. 007). Designed by Luís Hernando Henao, the flag is rectangular, divided into two equal parts by a rainbow. The upper left part is sea blue while the lower part is green. The black letters "ITP" are placed in the middle of the flag. There is a small black border in the upper and lower parts of the flag.
The rainbow, also surrounding the emblem of ITP, represents the biodiversity obtained from light in its brightest colours. Blue represents the water resources of the region, green represents the abundant vegetation and the black stripes the mineral resources.
