The AGR (Auditoría General de la República, General Auditorship of the Republic) oversees the fiscal supervision of the Contraloría General de República and its dependencies at Department, District and Municipal level, as mentioned in Article 274 of the Political Constitution of 1991 (the AGR was established in 1992)

On December 2, 2013 I saw this flag on RCN news channel where they interview the current Attorney General. The flag is on the right, a white horizontal background with a yellow/blue logo in the middle. I can't identify this flag and my best guess is that it may be the flag of the General Auditorship of the Republic, but when one looks closer to the logo, there are some differences which does not allow to conclude that the spotted flag is the same as de General Auditorship of the Republic.

There are currently a total of 57 Chambers of Commerce in Colombia, gathered in an organization called CONFECAMARAS (Confederación Colombiana de Cámaras de Comercio, Colombian Confederation of Chambers of Commerce). Their official website is at www.confecamaras.org.co.
Each Chamber of Commerce has its own official flag (following to the pattern of the Cámara de Comercio de Bogotá flag above) and its standard is individual according to the regulation by each Chamber of Commerce. For example - The standard of the Bogotá Chamber of Commerce is Bogotá flag colors with the chamber's logo in the middle.
The Chambers of Commerce are regulated by the Superintendencia de Industria y Comercio, Superintendency of Industry and Commerce (www.sic.gov.co)
The Chambers of Commerce are in charge of the registration of all commercial traders, companies, and business in their jurisdiction in order to serve as database for tax collection, as well as advisory on  establishing new companies, funding, training, keeping up to date on commercial new legislation, organizing commercial and trade fairs for various sectors, among other important tasks.

CAPROVIMPO (Caja Promotora de Vivienda Militar y de Policía)

CAPROVIMPO (Caja Promotora de Vivienda Militar y de Policía, Military and Police Housing Promoting Bank in English) is a financial government institution in charge of promoting housing for its members (active and retired military and police personnel). It was established in 1947.

The flag is a horizontal flag, split into four, having the colors red on the top left (Army), blue on the top right (Navy), light blue on the bottom left (Air Force) and Green on the bottom right (Police). In the middle it has the Coat of Arms

Comisión Colombiana del Océano (Oceanic Colombian Commission)

The Comisión Colombiana del Océano (Oceanic Colombian Commission) is a government agency in charge of the Oceanographic Policy of the country as well as its scientific and technical derivative study areas, with the purpose of integrating the national maritime community into the international cooperation programs of this field. The CCO was created by Decre No. 763 of 1969.

The flag is a navy blue horizontal background, with the CCO's logo, seen on the right of this banner) and bordering the logo is a grey fringe with blue capital letters with the name of the commission, starting from the top of the fringe, in the middle, reading (clockwise from top to bottom) COMISIÓN COLOMBIANA DEL OCEANO.

Contraloría General de la República (Comptroller General of the Republic)

This Colombian governmental flag is very similar to the flag of the Procuraduría General de la Nación. It has the same ratio, and same white background. This government organization is in charge of keeping accounting records as control over public expenditures. The main building for this government organization is located in Bogota, but it has branch offices in all the 32 Departments and also in the main cities.

Contaduría General de la Nación (Nation's General Accounting)

The CGN (Contaduría General de la Nación) (Nation's General Accounting) purpose is to improve the quality of accounting information, having products and services to enhance better finance management for the administrative authorities, modernizing the processes of gathering data, also incorporating international fiscal standards fro transparency pruposes and promoting participation of all economic actors.

The CGN has its roots in the first political Consitution of Colombia, in 1821, which created the Secretaría de Hacienda (Secretary of Treasury), today the Ministry of Finance), and particularly by the Law of October 8, 821, which established the functions of the Contaduría General de Hacienda (Treasury's General Accounting) and ended in the more proper Law 36 of 1918 which reorganized the Corte de Cuentas (Accounts Court) and set the rules for the demise of both organizations.

The functions of the current CGN were for many decades carried out by the Comptroller General of the Republic until the new Constitution of 1991, which in its Article 354 established the creation of the post of Contador General de la Nación (Nation's General Accountant).

Later, under Law 298 of July 25, 1996 the Unidad Administrativa Especial Contaduría General de la Nación was established.

According to the above, the CGN should be located next to the Aeronáutica Civil since they both are Unidades Administrativas Especiales (UAE).

The CNE is in charge of all matters related to the election process in Colombia. I just saw on RCN tv news the flag of the CNE (Consejo Nacional Electoral, National Election Council). The flag is the CNE logo on the middle surrounded by a green circular fringe, on a white rectangular background.

This is the flag of a Colombian government organization named Defensoría del Pueblo, which is the equivalent to the European Ombudsman. The flag should be a plain white background with the Emblem on the middle.

Dirección de Impuestos y Aduanas Nacionales - DIAN (National Tariffs and Taxes Directorate)

The flag DIAN (Dirección de Impuestos y Aduanas Nacionales, or National Tariffs and Taxes Directorate). The DIAN has the category of a Unidad Administrativa Especial (Special Administrative Unit), same status as Aeorcivil. The DIAN was formed by the merger of the DAN (Dirección de Aduanas Nacionales, National Tariffs Directorate) and the DIN (Dirección de Impuestos Nacionales, National Taxes Directorate), on June 1, 1993, when Decree No. 2117 of 1992 entered into force.  The DIAN is in charge of the administration and control of of national taxes and tariffs.
The flag is the DIAN's logo (seen on the official website) on a white background.

Dirección General de Prevención y Atención de Desastres - DGPAD

The DGPAD (Dirección General de Prevención y Atención de Desastres) (General Directorate of Prevention and Attention of Disasters) evolved from the DPAD (Dirección de Prevención y Atención de Desastres) (Disaster Prevention and Attention Directorate) which was established by Decree No. 919 of 1989. Its predecessor was the ONPAD (Oficina Nacional para la Prevención y Atención de Desastres) (National Office for the Prevention and Attention of Disasters) which in turn was established by Decree No. 46 of 1988.
The main background for this organization, were the three rather consecutive disasters the country suffered: Tsunami in Tumaco (1979), and earthquake in Popayán (1983) and the mudslide of the Armero Volcano (1985)
Thus by Decree No. 46 of 1988 the SINPAD (Sistema Nacional para la Prevención y Atención de Desastres) (National System for the Prevention and Attention of Disasters) was created, as an integrated framework of cooperation between National, Regional and Local committies that work toghether in order to face any disaster situation.
At the beggining, the ONPAD was an organization under the Ministry of Interior), and later it was declared UAE (Unidad Administrativa Especial) (Special Administrative Unit), like the Aerocivil, thus being called the UAEPAD (Unidad Administrativa Especial para la Prevención y Atención de Desastres), by Decree No. 0372 of February 26, 1996. Then by Decree No. 2546 of December 23, 1999 it is changed into its current name, DGPAD.

"Mediante resolución Ministerial No. 3991 del 6 de septiembre de 1965, sen adoptó la bandera de la Dirección General de Prisiones, con las siguientes características:
La bandera estará compuesta por los colores blanco, rojo y negro, distribuidos en tres franjas horizontales de iguales dimensiones, de las cuales el blanco ocupará la superior, el rojo la central y el negro la inferior. El color blanco significará la purificación del individuo por la pena. El color rojo, tenido como expresión del amor a la libertad, recordará que aquella se conquista por la acción del trabajo. El color negro evocará la austeridad  e indicará que el perfeccionamiento del hombre y su superación se logran con base en el esfuerzo y constante disciplina.
La bandera del servicio de Prisiones que se ice en Pabellones, deberá tener tres (3) metros de largo por dos (2) de ancho.
La bandera de Prisiones para desfiles tendrá un metro con treinta y cinco (1.35) centímetros de largo, por un metro con diez (1.10) centímetros de ancho. La bandera de desfiles llevará en el centro un escudo que adopte como distintivo la Dirección General de Prisiones.
La bandera estará confeccionada en seda suelta e irá sujeta al asta por medio de un dobladillo o jareta amplia, hecho con la misma tela."

Flags of the General Prison Direction in Colombia (Dirección General de Prisiones, known by their previous acronym: INPEC). The flag for flying is 2 m. width by 3 m. long, and the ceremonial flag is 1.10 m. width by 1.35 m. long, with the emblem in the center. In the emblem, in the left side of the book (dexter) is the following cite:   "Con el estudio, el trabajo y la disciplina romperás las cadenas del cautiverio, porque el estudio eleva, el trabajo redime y la disciplina libera". and around the legend says: "Ministerio de Justicia y del Derecho - Instituto Nacional Penitenciario y Carcelario"   I don't know if this has changed, since now the Ministry of Justice has merged with the Ministry of Interior, and INPEC official name is Dirección Nacional de Prisiones.

INPEC stands for "Instituto Nacional Penitenciario y Carcelario". It changed its name on5th of November, 2004. However the abbreviation still stands even though the name changed because people are more familiar with it.
It is not a police force. They are allowed to wear uniforms, use weapons and have custody of all prisons but they are not an organizational part of the Colombian Police, they are under the the Minister of Interior and Justice.

It might be the flag of one of the jails administered by the INPEC, called "Bellavista". DNE - Dirección Nacional de Estupefacientes (Narcotics National Directorate)

On March 10 a news broadcast by local news channel RCN showed the flag of the DNE (Dirección Nacional de Estupefacientes) (Narcotics National Directorate).
The DNE was established as a UAE (Unidad Administrativa Especial) (Special Administrative Unit) on February 27, 1990, as an organization serving the Ministry of Justice.

Its main purpose is to advise, coordinate and execute the Government's policies focused on lowering illegal narcotics production, trafficking and consumption.
