White-blue with the arms. The empty (or 'bare') quarters of the arms can be interpreted as canting for part of the county's name.

From Ralf Hartemink's International Civic Arms website:

The arms were approved on 7 June 1974. The four quarters and the colours are a combination of the divisions of the arms of the former two counties [both parted per pale] as well as the city of Schwenningen [parted per fess]. The eagle is taken from the arms of the city of Villingen and is also a symbol for the Princes of Fürstenberg, who held many possessions in the area.

The eagle in the Villingen city arms (...) is most likely derived from the arms of the Zähringen family, who ruled the city at the time [13th century].
