The canton consists of four rural parishes and the capital Atacames, also known as Santa Rosa de Atacames. The canton had a bit less than 42,000 inhabitants in 2010, around 15,000 lived in the capital. The capital is famous for its sandy beaches. Furthermore it is a dormitory town for thousands of labourers. Its most important business lines are tourism, shrimp farming, fishing and commerce. Its origins go back to the 16th century, but it got a boost in the middle of the 20th century, when the number of its inhabitants increased.

The Ecuadorian official gazette, publishing the Municipal Decree on the flag, adopted by the municipal council on 6 October 1999 and published on 14 August 2001 in the Ecuadorian official gazette No 389 (Supplement):
"Article 1.
The flag of the canton of Atacames as the canton's civic symbol shall be publicly exhibited in all historic commemorations and social and cultural acts. Moreover, it shall be permanently displayed in the public, semipublic and private entities, as well as in the educative, associative and handcraft, etc., centres of the canton.
Article 2.
The flag of the canton shall be made of three equal vertical stripes, azure, white and green.
Article 3.
The meaning of the colours of the flag of the canton is the following: - Azure represents the majestuosity of the sea batheing our coasts, source of wealth, and the limpid and empty sky predominating in this canton. - White represents the inhabitants' purity and kindness. - Green represents the exuberant vegetation and the soil fertility. The white central stripe shall be charged with four marine azure stars, representing the rural parishes forming the canton, Tonchigüe, Súa, La Unión de Atacames and Tonsupa, and a red star symbolising the canton's capital, Atacames.
Article 4.
Authorship of the flag belongs to Pr. Armando Guaga Ramos, whose work was proclaimed winner by the Honour Court [...] of a competition for the creation of the civic symbols of the canton organised by the municipality of Atacames on 11 December 1993 [...]."

The navy blue stars then are ordered per bend and the position of the red star representing the capital is enhanced. The image displays however white stars on a white background (see image at top of the page).

Shield quartered and quarters separated by white fimbriations; 1st quarter, on a grey beach two palm trees proper under a light violet sky, beneath the trees a brown object, probably a boat; 2nd quarter yellow a torch flamed red held by a dark brown naked arms in pale; 3rd quarter celestial blue a golden mask under a white sky; 4th quarter blue with green islands, the shield is surrounded by a wreath of two different plants, in base veiled golden (yellow) and surrounded by tricoloured ribbons in the flag colours blue-white-green, the shield is crested by a golden 7-fold chain in fess. Unfortunately I couldn't find out the meaning.
