Frequently the flags are used without Coat of Arms because
they are less expansive. However, for some provinces Coat of Arms
could be included , and especially Chimborazo and Cotopaxi that has same colors.

The Province of Chimborazo was created by Decree on 23 June
1824 as one of the three provinces forming the Department of
Ecuador (together with the provinces of Pichincha and Imbabura,
the Department of Ecuador being much smaller than the subsequent
Republic of Ecuador).
The flag of the province is officially prescribed with the
provincial coat of arms in the middle, as said in the Provincial
Decree adopted on 30 June 1960.
Therefore, the flag without the coat of arms is unofficial.
The diagonally divided flag reported by
Smith is most probably an error.

"Adoption of the civic symbols of the Province of
Chimborazo.

The Provincial Council of Chimborazo
Considering that:
- it is necessary to adopt an official flag for the Province of
Chimborazo, a flag that will be the symbol of the glory and
triumph of the province;
- the municipality of Riobamba uses for colours on its flag red
and blue.
Decrees that:
- the colours of the Province of Chimborazo shall be blue and
red, forming two equal horizontal stripes, with red in the first
part;
- the official coat of arms of the province shall be placed in
the middle of the flag. [...]

Considering that:
- the Provincial Council should exalt the patriotic glory; - the
achievement of this civic duty required an official coat of arms
highlighting the local material and spiritual greatness;
- our province does not have a coat of arms yet, the reason why
the provincial government has sponsored the "Patriotic
competition to design the coat of arms of the Province of
Chimborazo".
Decrees:
- declaring officially that the coat of arms of the Province of
Chimborazo shall be the winning design proclaimed by the jury, a
coat of arms whose artistic production has been executed by Mrs.
Rosa Elena Hernández de Viteri and Mr. Miguel A. Morales.
- prescribing that this coat of arms shall be displayed
officially in the Main Room of all the municipalities in the
province; and
- engraving in the middle of the flag of the province the coats
of arms proclaimed official. [...]"
