According to <www.machala.gov.ec>,
this the flag of the canton Machala (El Oro province). Same
flag but with 1:2 ratio is at <www.mipasaje.com>.

The canton of Machala was formed on 25 June 1824. Machala, the
provincial capital and "the Banana Capital of the
World", was named after the first inhabitants of the place,
known as Malchals or Machalaes.
Translated from <www.mipasaje.com>:
"Author: Nicolás Muñoz Silva
The flag is made of three horizontal stripes of equal width,
celeste on top, white in the middle and divided into two equal
green and red parts on the bottom.
Blue represents the sky and the sea; white represents the snowy
purity of the heart and spirit of the inhabitants and their
strong adpiration to peace. Red represents the ardent blood
flowing into the veins of the noble sons of Machalas always
prepared to sacrifice for altruist causes, their love of freedom,
virtue, science and work, as well as their loyalty to the
motherland."
