The governorate was founded in 1958. Linked to this is probably the most powerful agricultural development project in Egypt. With the so-called Toshka project, in which not only Egypt but also investors from the United Arab Emirates and Saudi Arabia. The aim is to make large parts of the Libyan desert usable for agriculture by channeling water there from Lake Nasser (reservoir of the Aswan Dam). The aim is to create a livelihood for 3 million people.
This plan is also reflected in the symbols. Since the remains of ancient Egyptian buildings can also be found here, an ancient portal forms the frame for the coat of arms. The two side posts are each covered with an ear of grain. In the portal the section of a water wheel can be seen, which symbolizes the huge pumping systems with which the water is pumped from Lake Nasser into the Toshka Canal. There is a palm tree on the water wheel. The entire representation is based on the green representation of a field, which in turn lies on a blue wavy line. In the gate opening below the water wheel, a rock that is characteristic of the Libyan desert and formed by the desert wind can be seen (eg-g-waj2).gif). This representation shows the historical, natural and economic importance of the governorate.
In 2016 the coat of arms became the new governorate flag in the middle on a white background.
