According to Manual del Estado Español (text), the "historical flag" of the Province of Zamora is made of "nine stripes, eight of [red] flesh colour (...) and one green located in the upper part".
The flag is, therefore, the same as the flag of the town of Zamora.

Ahora Decide is a local political party established in 2015 in the Province of Zamora. In the 2019 municipal election, the party gained control of 16 municipalities - all being small villages with population ranking from 28 to 245.
After TV program La Resistencia had spoofed the flag pf the Province of Zamora, Ahora Decide pointed out the the provincial flag was indeed never registered, the province using the flag of the town of Zamora, known as Seña Bermeja (Red Flag).
Ahora Decide claimed that the provinces of Alicante and Zamora are the only Spanish province without a flag officially registered. This is a gross mistake; for instance, in Castilla-La Mancha, the provinces of Albacete, Ciudad Real, Cuenca and Guadalajara used a non-registered flag, while the province of Toledo is the only one to have its flag formally registered.
Ahora Decide argues that the flag is used in a number of variations, for instance with or without white fimbriation between the red stripes, with or without the provincial coat of arms etc.
Accordingly, Ahora Decide asks the Provincial Council to establish a commission or working group, composed by experts in vexillology and intellectuals from Zamora and to commission Instituto de Estudios Zamoranos Florián de Ocampo as assessor to officially approve a provincial flag.
