The community of St. Andrews, as such, has no flag. There is no demand for
one, as the people here (regardless of political persuasion) see the
Scottish saltire flag as being, in a sense, their
own too, because of the links between St. Andrew and St. Andrews, so it is the
one flown over the Town Hall. The University of St. Andrews has a banner of its
arms which is flown on special occasions. The Community Council would be
entitled to do likewise but, not owning any flagpoles, has not. When the
International Congress of Heraldry and Genealogy was held in St. Andrews (in
2006 I think) both bodies were presented with elaborate and beautiful gonfanons,
based on their arms, and designed by a heraldic expert who lives locally. They
are so valuable that they are seldom in use.

I saw a flag of this design displayed from a flagpole adjacent to the Old Course Gift Shop in St. Andrews, Scotland. I’m not certain if this flag represents the St Andrews Links, the community of St. Andrews or the British Golf Association. The patron saint, Saint Andrews, is depicted on this flag and he is holding in his hands the Saltire. This figure is represented on a lot of the golf related merchandise (i.e. golf balls) on sale in the Old Course Gift Shop.I was told it was by Royal permission that this special defaced ensign was
flown, honoring the 500+ year old golf course, club house (apparently built by
the Masons), and its long history.
