Presentation

Bissau is the seat both of its namesake, uniquely autonomous sector, and of the namesake ersatz (single-sector) region. I could not find any data about its current flag use.

Portuguese era municipal flag

Bissau city had until (at least) 1975, year of the independence of Guinea-Bissau, a municipal flag similar to those of Portuguese municipalities, with the golden mural crown given to overseas province capitals. The flag was gyronny of black and red and the coat of arms was argent a tower gules flanked by two Native’s heads respectant proper dressed and “lipped” gules. White scroll with «CIDADE DE BISSAU» in black capitals.

This coat of arms, from [lgh66], at HotW website, and in the Wikimedia Commons. In the latter location, where the gyronny background of the flag was clumsily “cleaned up”, uploader Emerson states that this flag «may be still in use». Based on what I know of Portuguese former colonies’ municipal flags, I’d say that is highly unlikely.
