The symbols of Gornja Stubica are prescribed in Statutory Decision Statutarna odluka o izmjeni Statuta Općine Gornja Stubica, adopted by the Municipality Council on 17 April 2001 and published on 18 April 2001 in the County official gazette Službeni glasnik Krapinsko-zagorske županije, No. 4.
Statutory Decision Statutarna odluka o izmjeni Statuta Općine Gornja Stubica, adopted by the Municipality Council on 6 June 2006 and published on 23 June 2006 in Službeni glasnik Krapinsko-zagorske županije, No. 10, abrogates a previous Decision on the coat of arms, Odluka o ustanovljenju grba Općine Gornja Stubica, published in 1994 in Službeni glasnik Krapinsko-zagorske županije, No. 8.
The current Municipality Statutes Statut Općine Gornja Stubica, adopted by the Municipality Council on 23 July 2009 and published on 30 July 2009 in Službeni glasnik Krapinsko-zagorske županije, No. 17 (text), describe the symbols, repeating the previous Statutes Statut Općine Gornja Stubica, adopted by the Municipality Council on 13 March 2002 and published on 15 March 2002 in Službeni glasnik Krapinsko-zagorske županije, No. 4.
The symbols were designed by the Heraldic Art d.o.o. company, from Rijeka. They were originally validated by Document Zaključak (o prihvačanju likovnog rješenja grba, službene zastave i počasne zastave Općine Gornja Stubica), adopted by the Municipality Council on 21 July 2000 and published on 25 September 2000 in Službeni glasnik Krapinsko-zagorske županije, No. 9.
The flag is in proportions 1:2, light blue with the coat of arms, bordered yellow, in the middle.

The coat of arms of Gornja Stubica is "Argent on a green hill inflamed red a golden crown".
The simple crown inflamed symbolizes the leader of the peasant's uprising of 1573, Matija Gubec. The uprising was the largest in this part of Europe and included serfs from Northern Croatia and Slovenia. Its center was in Gornja Stubica nearby an impressive, still standing linden tree. A simple iron crown as that in the coat of arms heated to shining was used in torture when Gubec was put to death after his capturing.

The former coat of arms of Gornja Stubica was prescribed by Decision Odluka o ustanovljenju grba Općine Gornja Stubica, adopted on 30 March 1994 by the Municipality Council and published on 9 April 1994 in Službeni glasnik županije Krapinsko-zagorske, No. 8. The very same Decision was published again on 25 April 1994 in Službeni glasnik županije Krapinsko-zagorske, No. 11, probably due to an oversight.
Articles 5 through 7 of the Municipality Statutes Statute Opcine Gornja Stubica, adopted on 31 March 1994 by the Municipality Council and published on 25 April 1994 in Službeni glasnik županije Krapinsko-zagorske, No. 11., say that the
municipality has a coat of arms, "shield shaped with
these basic elements: a linden tree and a figure of St. George". No flag is mentioned.
The coat of arms is described in Article 2 as follows.
... in shield shape, diagonally divided from the top left corner towards the bottom right part with a silver (white) bend. The left bottom part is red with the trunk of a linden tree coloured golden (yellow), standing on a green meadow and with a green tree top. The right top in a blue filed is the figure of St. George and a dragon, coloured silver. The lines of the drawings are black.
The flag is not mentioned. The crown and mantle as well as the ribbon are not mentioned in the description.

The table flag, not prescribed in legal texts, is a blue flag with a triangular bottom and the coat of arms in the middle, above it in three arches the name of the municipality and below two linden branches, all bordered golden.
