The town emblem and the flag were adopted on Mar 20th 2006 by Notice No 1.
The white flag has a green, a blue and a white three color town emblem in the
center. The town emblem is a stylized hiragana え E of Esashi. The diamond shape
symbolizes Hokkaido. It represenst an union of a forest town (green) and a sea
town (blue).
The flag proportion is 2:3. The height of the emblem is 33/50 height of the
flag. The length of the emblem is 22/50 length of the flag.
They have a blue flag version with a white diamond and a green flag version with
a white diamond as well on the flag law.

The town emblem was adopted on Jan 12th 1952 by Regulations No 2 but
there is no flag law.
The green flag has a white town emblem in the center.
The town emblem is a stylized katakana ハマ Hama and hiragana とん Ton.
The upper umbonal part symbolizes Mt. Shubun, the lower one does Cape
Kitamikamui and the center bar does a breakwater jutting to Okhotsk Sea.
Two slits represent a mouth of Tonbetsu River and a mouth of Tonbetsu
fishry harbour.

The town emblem and the flag were adopted on Apr 19th 1968 by Notice No 12.
The green flag has a white and an orange two color town emblem in the center.
The town emblem is a stylized katakana ホロノヘ Horonobe. It represents a cow in the
dairy as the basic industry, a harmony with the people and the nature, a youth
and the growing town. The green color stands for a vast plain and dairy and the
orange color for the richness and the lightness.
The flag proportion is 2: 3. The diameter of the emblem is 5/7 height of the
flag.

The blue flag has a white town emblem in the center.
The town emblem is a stylized kanji 中 Naka of Nakatonbetsu in a form of a star.
The outline symbolizes a snowflake.

The town emblem was adopted on May 1st 1968 but there is no flag law.
The red flag has a white and a green two color town emblem in the center.
The town emblem is a stylized hiragana りし Rishi of Rishiri.
The emblem depicts Mt. Rishiri in the cresting waves which is a distant view
from offshore.
They use the flag at the town hall building outside.
They say they use a red flag charged with a white and a yellow emblem in the center
with a yellow fringe which is an indoor ceremonial flag.

The town emblem was adopted on Sep 30th 1990 but there is no flag law. The
purple flag has a white town emblem in the center. The town emblem is a stylized
hiragana り Ri and H. The circle symbolizes the sun disk, the double circle does
a concord. and the letter り does a conjugation. The lower part represents
Mt. Rishirifuji and the upper H is an initial of Hatten (development), Hiyaku
(surge), Heiwa (peace) and Hojyo (abundance).

The color in the photo looks a bit
different (more reddish) but they use Japanese light shade purple. I happened to
visit the island this summer on holidy to enjoy the best quality seafood and
hotspring and saw the real flag.

The village emblem was adopted on May 9th 1968 but there is no flag law.
The white flag has a blue and a red two color vilage emblem in the center.
The crista triangularis symbolize an intelligence, a courage and a passion,
the center circle does the harmony with the undeveloped resources and
the village administration.
The red color and the blue color stand for an abundance of seafood and
food from the mountain.

The maroon flag has a white town emblem in the center.
The center pickaxe symbolizes the mineral resources, the upper leaves do the forest resources.
The circle lines represent Sarobetsu River running thru vast Sarobetsu Plain.

The flag of the former town of Utanobori was white with mark. The town is now, from 2006, part of the town of Esashi.

The city emblem was adopted on Apr 1st 1949 and the flag was adopted
on Apr 1st 1968 ny Notice No 23.
The blue flag has a white and a yellow two color city emblem in the center.
The outline of the emblem is a stylized kanji 水 Wakka in Ainu (water) which
symbolizes the city’s history.
Three Ws represent the citizens character : WILL,WISDOM and WORK.
The six pointed star represents the citys idea to make a progress into
four directions by utilizing the knowledge, the creativity and the labour based on
fishery business and to realize autonomy.
The steering compass represents the autonomy.
The flag proportion is 7: 10.
The height of the emblem is 3/5 height of the flag.
The emblem is placed 1/100 towards hoist from the center.
Wakkanai City General Affairs section says that the color of the hexagon space should be blue but not white.
They use a Japanese color chakin = gold brown.
Please use the color sample from
Japanese color standard instead of standard yellow.
