Tsukuba city in Ibaraki adopted its flag on April 11 1989.
proportion: 12:17
field: light green emblem: 1/100 towards hoist; two stylized hiragana Tsu (つ)
for Tsukuba which stands for development and harmony.
The emblem is not monochrome but left half is light green and right half is
light blue. The flag proportion is 12:17

The city emblem and flag are desecribed in notice number 73, 11 April
1989. See the more direct URL (in Japanese).
The emblem is made up of two stylised hiragana tsu つ, looking
like two interlocking circles, the first light green (DIC 132) and the
second light blue (DIC 179). It symbolises infinite development/growth
and steady harmony. The height of the emblem is 5/6 of the hoist.
