The city emblem was adopted on Oct 30th 1907 by the Municipal Notice No 93 but no flag law.
The white flag is charged with red city emblem in the center.
The flag proportions are 2:3.
The city emblem is kanji 八 HACHI= eight in a circle
used by a former local lord Owari Clan the Tokugawas
as a simplified family crest which represents
Nagoya city is developing with no limits.

The white flag has a black ward symbol mark in the center with the kanji name
in black horizontally at the bottom.
The symbol mark is a stylized kanji 千 Chi of Chikusa in a form of a growing tree.
It represents the ward blessed with the sun and green trees.

The flag of the Midori ward of Nagoya is white with mark. I found blue

The ward symbol mark was adopted in Apr 1973. The white flag has a green
symbol mark in the center. The symbol mark is a stylized hiragana み Mi of Midori
in a form of a tree leaf. It represents the ward’s unlimited growth.

It represents the people’s concord and Nagoya Interchange of the express way.
