This method is used by the Scouts and other groups, however this is not prescribed by law or regulation. It is similar for making the flag ready for breaking on a pole.
1. The flag is taken and folded in half; the hoist loop (top) and rope (bottom) meet.
2. Take the bottom half of the fold and bring it up towards the top.
3. Pinching the recent fold, the section that has the long rope attached is let go to hang.
4. The attached rope end is brought up to meet with the other parts of the flag.
5. For about 2/3rds of the flag, there is a small fold of rectangles, going over on the first fold then under. It keeps going until it gets to the 2/3rd point, where the rest of the flag is rolled.
6. The remaining part of the flag is folded over the rolls and tied together.
