According to my research, the flag of Betio Town Council (BTC) is displayed
on the seal of BTC. During the Kiribati National Games 2006 a municipal flag of
BTC was used. This flag was red, blue, green with yellow stars and blue and
white waves. See

shows this municipal flag. Using this source I have reconstructed the municipal
flag of Betio.
