The symbol of the city has changed.
Unfortunately, I could not find when the symbol was changed. but the flag flys in my city with this new symbol.
The symbol of Gwangju takes the form of the sun and humans, the source of light and life, representing the aspiration for the world and the future, as well as the pioneering spirit of Gwangju, which literally means "village of light," or Bitgoeul. The circular shape represents the sun while the delightful curves symbolize the free human spirit.

The white human figure is based on the form of Chinese
character "Guang" 光 (pronounced as "Gwang" in Korean), which means "light",
and also is the first syllable of "Gwangju".

The symbol (seen on the flag) stands for the Chinese character of Kwangju.
The 8 figures colored blue means the town of light, which brings together the
energies from all directions and extends lights changed from the energies into
the whole nation. It also represents the capital city of the southwestern region
of Korea.
