I saw on Catalan TV a flag hoisted supossedly at a frontier post in Kuwait.
There were two flags, the Kuwaiti national flag and an unknown flag that
I saw for only a few seconds. It was blue in the upper part and green below with a white triangle
in between, similar to the Eritrean pattern but
the vertex of the triangle did not reach the hoist. In the vertex was an emblem mainly in black with details
in white, in a size of about half of the flag. The emblem did not seem to me to be the
emblem of the Kuwaiti customs, but if the flag was at a frontier post I don't
know what other service it could be.

I stumbled upon a photo
(context here
), which depicts the king of Spain and other spanish leaders during a visit to Kuwait last May.
There's a nice display of flags, two of which are easily recognizable as
a rather longish version of the Spanish flag and a flag of Kuwait. The
other 5, however, seem to be new, at least to me. They don't look
corporate, and they are certainly not any other nation's flags. Nor are they
Spanish subnational flags (whose presence there wouldn't make much sense
anyway). Could they be Kuwaiti subnational flags? Or perhaps
ministerial, although those tend to have a corporate look to them?

Almost the same flags are displayed in two photos during a state ceremony parade.

Well, at Wikipedia, it says
that «Kuwait is divided into 6 governorates (muhafazah). The governorates are further subdivided into districts.»

Could it make more sense if they were flags of the branches of services of the Kuwaiti miltary, which, by Wikipedia's count, are also six: Army, Navy, Air Force, National Police Force, National Guard, Coast Guard? Just a thought, I found no web site showing enblems of those either...
