The flag has two equal sections of white and yellow, the colours are similar to the flag of the Holy See (Vatican) though in reverse order. The white section has a design of the "St. Thomas Cross of Anuradhapura" in blue. It is recorded that Thomas one of the twelve apostles of Jesus Christ, that came to India in 52 A.D., and landed at Kodungallur on the Malabar coast (presently Kerala) in Southern India. The "Cross of St. Thomas" engraved on a granite slab was found among the 5th century archaeological ruins in the city of Anuradhapura in Sri Lanka, evidence of the existence of a Christian community on the island during that period. The St. Thomas Cross of Anuradhapura is used as the symbol of the Catholic Bishops Conference of Sri Lanka.

The flag appears to come in two dimensions: 1:2 (same as
Sri Lanka national flag) and 3:4 (this might be a Bishop's standard; the
flag graphics online are labeled differently - 1:2 as "Catholic-flag.jpg" and
3:4 as "Bishop-flag.jpg," but I hesitate to draw conclusions.). The former can
