In the last summer I started a campain at Lithuania seeking
for their district (raion) flags. One of the answeres
was from Skuodas - red/white/red with the Coat of Arms in the
centre.

On a red field with white fess (red-white-red 11-8-11) the
arms of Skuodas: in gate orb with John the Baptist's head. Flag
proportions 1:2, fringe is silver, finial is a golden tower with
a cross on leaves of a lily. The arms granted undoubtedly in 1572
(though first time mentioned in 1645, when city rights were
broadened) should symbolize the name of grantor Jonas
Chodkevicius, the Palatine of Samogitia. After him the name of
town was officially changed to Johanesberg (as he planned
building a fortress there), but the old name Skuodas remained in
use. The arms were canting the then official name: St. John's
head for "Johanes-" and gate as symbol of fortress for
"-berg".
