Overview

Just an impression I got from viewing this flag - the upside-down anchor is used in this parts of world (and I guess in others too) as symbol for "prohibited anchorage place" or "bad place to anchor". Is Salacgriva really that unhospitable port?

Salacgriva is port placed in mouth of river Salaca. See City Coat of Arms at <www.kartes.lv> .This is reason why anchor is upside down.

Another reason, besides the one given by Gvido Pētersons, for the upside down anchor is that the Coat of Arms for the town has an upside down anchor on a shield in the national colors.  The chief of the shield is white, forming a "T" with the white vertical band from the national colors.  The arms of the anchor are in the chief, the tips rest on the maroon bands, and the neck of the anchor is in the white band.  Most likely this was designed to express the town's location as Gvido described.
