I noticed that this coat of arms depicts human head. Wandering how
this is looked upon by the islamic leaders around?
But, other coats of arms also depict some animals, most of them in quite
heraldic manner, but as far as I know, equally bad regarding the islamic
laws.

The provincial flags of 1968-1976
are of a uniform pattern. Each is square with the arms of the
province surmounted by a red schwenkel bearing a green
pentagram, representing the national flag.

The provincial arms is divided per fess blue over black with a gold
head of a Phoenician in profile and two gold ears of wheat. The head of
the Phoenician recalls the earliest settlers of the area, who called the
city Tingis.
These arms are the same as the city of Tangier,
except that the blue and black have been reversed.

The muncipial arms and flag are divides per fess black over blue
with a gold head of a Phoenician in profile and two gold ears of wheat.
The head of the Phoenician recalls the earliest settlers of the area,

as the province of Tangier (1968-1976), except that
the black and blue have been reversed.
