Variant Flag

It is a white flag divided by two vertical horizontal light blue (B-) stripes. The ratio of the stripes is approx. 7:4:7:4:7, perhaps 2:1:2:1:2. Source: I spotted this flag in Tarxien on 2 October 2008

Bicolor Flag

Flags of Maltese marching bands and local clubs are mostly complex designs featuring armorial elements and similar ornaments; the national flag and the banners of arms flags of the Local Councils are stark and simple in comparison. The video at http://www.youtube.com/watch?v=GGD0H4zjJeo (St. Andrew's day in Luqa, apparently in 2009) shows a set of still photos featuring mostly the former kind, but a few of the latter stick out: At 0:35-0:40 and 0:47-1:01, five stills show a vertically divided white and blue flag, which may be a simplified version of any of several Local Council flags. This design tentatively named (for Tarxien LC) and attached. The title and comments of this video include the word bnadar, which seems to be a variant of bandiera ("flag")
