It is a white flag divided by two vertical horizontal light blue (B-)
stripes. The ratio of the stripes is approx. 7:4:7:4:7, perhaps 2:1:2:1:2.

Flags of Maltese marching bands and local clubs are mostly complex designs featuring armorial elements and similar ornaments; the national flag and the banners of arms flags of the Local Councils are stark and simple in comparison. The video at http://www.youtube.com/watch?v=GGD0H4zjJeo (St. Andrew's day in Luqa, apparently in 2009) shows a set of still photos featuring mostly the former kind, but a few of the latter stick out: At 0:35-0:40 and 0:47-1:01, five stills show a vertically divided white and blue flag, which may be a simplified version of any of several Local Council flags.
