Falko Schmidt reported this webpage showing the above flag labeled Bendera Pejabat Tanah Segamat. Segamat is a town in Johore; Pejabat Tanah means, as far as I can tell, "Land Office" or "District Office", sort of regional administration. So it appears that the reported flag is that of the Segamat District (Administration).
