I just passed the "Stadsdeelwerf" (borough wharf), opposite the van Hogendorphal, which has a flagpole with a cheerful waving flag of the "Stadsdeel" (borough) of Westerpark: White field; at the hoist the borough's logo (three red saltires placed vertically above two blue twisted "c's"); top center "Gemeente Amsterdam", above slightly larger letters "Stadsdeel Westerpark", all red. Nearly the whole fly is occupied by two blue twisted "c's".

Westerpark is a western suburb of Amsterdam; in the 1970s dominated by a powerful squatter movement ("krakers"), which prevented most planned demolishment. Here were important gas- and waterworks, which were no longer needed. After the most significant buildings had been demolished someone got the bright idea that the old building might be useful again. An idyllic borough hall was made out of one of it; some others are used as music halls. The old watercontainer is made into a hightech TV studio. In short: Westerpark has become the place to live for yuppies.

Vexillologically speaking it has had quite a few flags, all infected by bad cases of logo-itis. The one presented here is deviating from the "stijlweb" design in that the twisted c's are blue on white instead of white on blue, as can be seen here.
Regarding the meaning of the twisted c's: to anyone it has a different meaning (there is also a large beerhall, probably responsible for this meaningless design)...
