Nordkapp municipality in Finnmark county takes it name from North Cape, the cliff traditionally taken to be the northernmost point in Norway and of the European continent. This combined with the midnight sun in summer makes Nordkapp a popular destination for tourists. Appropriate then that the municipality's arms and flag in a simple way suggests the profile of the set against the midnight sun. The arms and flag of Nordkapp municipality were approved by Royal resolution dated 19 October 1973.

A couple of tries:
Per pale, Or and Gules, in dexter a base of the second, in sinister a chief of the first.
A skosh more abstractly geometrical, but emphasizes the symmetry:
Per fess, Or and Gules, a fess quarterly, 2 and 3 counterchanged.

The blazon in English would be something like:
"Per fess debruised Or and Gules"
though Parker's dictionary does admit that "debruised" is not quite clear what it means. Few other tries might be, again following Parker:
"Per fess fracted Or and Gules"
"Per fess downset Or and Gules"
The latter cleary (at least to me) suggest that the sinister part is lower the dexter, which is not the case of Nordkapp coat of arms, and I supposed "upset" could not come into account. Then maybe:
"Per fess downset on dexter Or and Gules"

Temupus Peregrinator pages sugests that maybe something of the sort might be valid too:
"Per fess angeled Or and Gules"

The flag of Nordkapp is already reported, so here is coat of arms. Administrative center is Honningsvåg.

Blazon: Delt av gull og rødt ved enkelt venstre trappesnitt.
In English: Per fess angeled or and gules (as I already suggested as the best fit)
The design was approved by the royal resolution of 19 October 1973after a drawing by Hallvard Trætteberg. [c2j87]
[c2j87] also notes a previous municipal emblem also depicted the Nordkapp rock, although in a more natural depiction.
