The Flag

Few days ago Herrera "exhibited for the first time its official flag" http://www.prensa.com/impreso/nacionales/la-provincia-de-herrera-exhibe-su-nueva-bandera/151554 and http://www.elsiglo.com/mensual/2013/01/20/contenido/607435.asp. It's a horizontal bicolor of yellow over blue with the (light brown?) map of the province in the center and 7 blue stars (representing the districts) arranged in an arc above the map.

Here's a close-up of the new "controversial" provincial flag from http://radiomials920am.com/news/show .We can see the names of the 7 districts are written in blue.The flag was presented on January 18.

So what is the statute of the flag sent by Fred Drews? What is his source? Whatever, obviouly, provincial flag in Herrera are generally Y over B with many variations in the design, and there is the flag reported as the official flag since 2013.

The image is based on <perez-franco.com/bandera/dise.html> (defunct), located by Dov Gutterman. Herrera province has an area of 2,341 sq. km, and is therefore the smallest of the Panamanian provinces. Population in 1996 was 101,775 inhabitants.

Coat of Arms

A bit of confusion here. The coat of arms was provided with the filename "chitre.gif". Chitré is the capital of Herrera, and appears to have its own arms. Astute FOTWers may notice that the arms share many elements - quartered with symbols of faith, agriculture, industry and animal husbandry, a blue/yellow ribbon, a similar motto (UNUM ET PROGRESSUM vs. UNION Y PROGRESO). I am assuming from the title of this message that the coat of arms attached here belong to the province.
