The Flag

The flag of the Province of Talara is light blue with provincial coat of arms in the center and words "MUNICIPALIDAD" above it and "TALARA" bellow. It is shown on a photo in the municipal website.

Actually the line above seems to read more than "MUNICIPALIDAD"; I venture "ILL.MA MUNICIPALIDAD" (i.e., illustrísima = most illustrious, a usual epithet).
