It is a quite typical portuguese municipal flag,
with the coat of arms centered on a green
and black quarterly background (town rank).
This flag and arms were adopted and published in the official journal
Diário do Governo : I

The arms are Argent two olive branches Vert fruited Sable tied Gules between
two pines Vert fruited Or and trunked and erradicated Sable and in chief a
bunch of grapes Purpure leaved and stemmed Vert and on a barrulet wavy Azure in
base three fish naiant Argent garnished Sable. Mural crown argent with four
visible towers (town rank).
