It is a fairly typical Portuguese municipal flag, with the coat of arms centred on yellow and purple quarterly (town rank) field.

The arms are Argent a bunch of grapes Purpure leaved Vert and on a bordure Sable eight ears of wheat Or set in orle and poiting clockwise. Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case letters "Vila do Cadaval".
Meaning:
The symbolsm of these arms seems to be trivially based on the local (importance of) agricultural produce.

Cadaval municipality had 13 943 inhabitants in 2001 and consists of sevencommunes covering 174,17 km². It is part of Lisboa District, traditional province Estremadura, 1999 ref. adm. region Lisboa e Setúbal, pre-2002 C.C.R. / NUTS II Lisboa e Vale do Tejo, current C.C.R. / NUTS II Centro, and NUTS III Oeste. In this municipality pears seem to play an important role, because nearly every commune has pears in its coat of arms. An image of all communal flags can be seen here
