About the Flag

It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a plain red field.
António Martins-Tuválkin, 6 Nov 1998

Coat of arms

[Elvas municipality CoA] image by Sérgio Horta,

City rank, honoured with the Order of Tower and Sword. The flag is all red and the coat of arms is most unusual — not for it’s shape, but for the charges themselves:
Gules, on a ground Vert, a knight riding a horse Sable, passant, dressed Or with quinas and ornamented Azure, the knight armed Argent, holding a banner of Portugal ancient in his sinister and holding a sword Argent in his dexter hand. In a bordure Argent, the inscription "CVSTODI NOS DOMINE VT PUPILLAM OCULI", meaning «Guard us, o Lord, as the spot of your eye», all in capitals Sable, and with a cross patty Sable, in central chief. Mural crown Argent with five visible towers (city rank) and white scroll reading in black capitals "CIDADE DE ELVAS" surrounds the collar.
António Martins-Tuválkin, 6 Nov 1998

Version without Coat of Arms

Plain (monocoloured) Portuguese subnational flags are not allowed to have variations without arms: plain flags always carry the coat of arms.
Jorge Candeias, 18 July 1999
