It is a typical Portuguese communal flag, with the coat of arms centred on a plain white background (commune rank).
The arms are chequered Vert and Argent of three pales and three fesses ("equipollé") on the middle chief a Christ Knights' Order cross and on the heart an armillary sphere Or and on the middle base a sugar loaf Purpure garnished Or. Mural crown argent with three visible towers (commune rank) and white scroll reading in black upper case letters "FUNCHAL _ SÉ".
Meaning:
"Sé" means "bishopric seat church" and refers to the conterminous Catholic parish. The arms however don't draw from this, nor from the Catholic patron, Our Lady of the Assumption, rather focusing in Discoveries' Age symbols (cross and sphere) and the sugar loaf, which is the local municipal emblem of Funchal city.

Sé Commune is one of the 10 communes of Funchal Municipality (q.v.); it had 2148 inhabitants in 2001 and covers 3,67 km².
