It is an untypical Portuguese communal flag, with the coat of arms centred on background quarterly divided into black and yellow, usually belonging to (town rank).

On shield Azure an anchor Or ending in a cross at the top and flanked by two wineskins Argent all upon base wavy Argent and Vert. Mural crown argent with four visible towers, usually belonging to (town rank), and white scroll reading in black upper case letters "PORTO DA CRUZ".
Meaning:
According to source the winskins are alluding to the men, who had to carry those skins in past times. Those men were called "borracheiros". The base wavy is representing the sea. The mural crown has four towers, because the commune had had the rank of a town ("vila") in the past. This is explicitely mentioned within source.
