It was a quite typical Portuguese municipal flag, with the coat of arms centred on a background quartered (town rank) of yellow and black.

The coat of arms is gules a parassol pine tree crowned argent, trunked and fruited sable issuant from a base of mounds or between two scallops of the same. Mural crown argent with five visible towers (city rank) and white scroll reading in black upper case letters "CIDADE DE MARINHA GRANDE". (left image). Apart from trivial changes (four to five towers, flag quarterly to gyronny and scroll text "VILA" to "CIDADE") in the old coat of arms (right image) the dunes were changed from Argent to Or, the pine tree went from leafed Or to leafed Argent and the trunk lost its fimbriation
Meaning:
"Marinha grande" means "greater salty marsh", but the arms seem to refer rather to the local dune fields and parassol pinewoods.

The coat of arms and flag were changed and published in the official journal Diário do Governo : III Série in 1996.08.28, upon upgrade to city status in 1988.04.19, modifying the original arms and flag, adopted and published in the official journal Diário do Governo : I Série in 1935.05.24.
