It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a plain blue background.

The arms are Argent on a cliff mound Sable emphasized Vert a fortified tower Azure with port and windows of the First and flanked by two bouquets (?) of three wheat ears each Argent tied Gules. Mural crown argent with four visible towers (town rank) and white scroll reading in black upper case letters "PENELA".
Meaning:
"Penela" is an old Portuguese (or pehaps Mozarabic) word made from Celtiberian "Pena" ("crag") and the Latin diminutive suffix "-ella": therefore a small rocky hilltop, which the arms seem to show (canting).

Penela municipality had 6421 inhabitants in 2001 and consists of 4 communes covering 132,49 km².. It is part of Coimbra District, traditional province and 1999 ref. adm. region Beira Litoral, C.C.R. / NUTS II Centro, and and NUTS III Pinhal Interior Norte.
