It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of yellow and blue.

The arms are Azure, five nuggets Or in quincunx over a base wavy of Argent and Azure, chief Argent charged with a wolf passant Sable. Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case letters "ORIOLA".
Meaning:
The nuggets may be canting for the false etymology "oriola" as "ouro" (= "gold"). In fact it is an oriole, a golden bird.
