It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a white and red quarterly field (town rank).

The arms are Sable above a base wavy Argent charged with two fesses wavy Azure, over all a boat Gules with three oars Or, in chief a tower Argent masoned Sable with port and windows Gules between two bees Or, in centre a bridge Argent masoned Sable. Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case letters "PONTE DA BARCA".
Meaning:
"Ponte da barca" means "ferry bridge" (or "pram bridge"), which makes the arms partly canting. No ideas about the bees and tower, though, apart from the obvious.

Ponte da Barca municipality had 12 909 inhabitants in 2001 and consists of 17 communes covering 184,76 km². It is part of of Viana do Castelo District, traditional province Minho, 1999 ref. adm. region Entre Douro e Minho, C.C.R. / NUTS II Norte, and NUTS III Minho-Lima.
