About the Flag

The ratio is 2:3. It is a white - green - gyronny flag. The coat of arms is in the centre of the flag.
Source: I spotted this flag on top of the town hall and on a square in Santa Cruz on 14 February 2012.
Klaus-Michael Schneider, 6 Mar 2012

On 1996.08.02, Santa Cruz was upgraded to city status and both flag and CoA were dully updated: gyronny background and crown with five visible crowns (no changed in the CoA shield).

Municipal Flag (1955 - 1996)

The 1955-1996 flag was a quite typical Portuguese municipal flag, with the coat of arms centred on a green and white quartered background town rank.

Both flag are quarterly divided (town rank) into green and silver with coat of arms is in the centre of the flag but having five vbisible towers in the mural crown (city rank). The metal silver was either realized as white (on top of police and court building) or as very light grey (in front of firebrigade station and administration building of Santo António da Serra (Sta.Cruz), both flags spotted on 14 February 2012. All quarterly divided flags I spotted in Santa Cruz had mural crowns with five towers.
Klaus-Michael Schneider, 6 Mar 2012

Since the flag and the CoA are dealt with in the same law, these rank attributes always updated to reflect upgraded statuses simultaneously. Considering the law of 1996.08.02 which changed the towers from 4 to 5 and the background of the flag from quarterly to gyronny, this flag is illegal.

António Martins-Tuválkin and Klaus-Michael Schneider, 6 Mar 2012

Plain (monocolored) portuguese subnational flags are not allowed to have variations without arms: plain flags always carry the coat of arms.
