It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a gyronny (meaning city rank) of yellow and blue field.

Shield gules, in chief under a mattock and an axe crossed per saltire, an upright mallet(all in or) , a local sailship argent cruising over three barrulets wavy Azure-Argent-Azure above a base of pebbles proper. Mural crown argent with five visible towers (city rank) and white scroll reading in black upper case letters "CIDADE DO SEIXAL".
Meaning:
The bar wavy is representing river tejo. The pebbles in base are a canting element, because "Seixal " means "pebble ground ".

Seixal gained the rank of a city and became seat of a municipality on 2 July 1993. Flag and arms were presented to CHAAP on 10 September 1993.

Seixal municipality had 152 489 inhabitants in 2000 (122 430 in 1990), and it is divided in 5 communes, covering 94 km². It belongs to the District of Setúbal, to the old province Extremadura and to the would-be region Lisboa e Setúbal.
